Why isnt GTA 3 regarded as the best of all time?

Hi,

It did give the player the freedom to do pretty much whatever they wanted, but is it really that much different from GTA 1 and GTA 2, other then being in 3D (sucessfully mind you)?
Games normally take ideas from other games in the same genre, like I'd call something like Wolf 3D a revolutionary game for popularising FPS's.What do you mean how would many of todays games not exist?
