GTA: Vice City why is it so popular?

Hi,


San Andreas was when last-gen GTA reached its potential: huge map, deep customisation options, countless side activities and an even greater variety of weapons and vehicles. As far as I can tell the only thing VC had going for it was the setting: 80s Miami, great stuff. Is that it, or is there something else that I've missed?
